Flat Tax

BusinessWeek: "A day earlier, Apr. 30, was the deadline for millions of Russians to trudge to the mailbox or down to the local inspectorate to pay their income tax. That tax is a flat 13% for everyone, making Russia one of the few nations that doesn't impose a bigger duty on its richer citizens. Why no protest? Because it's considered a great success in a land where a few years ago it was hard to get anyone to pay taxes at all."
